I have MW Pro v. 7.9.0. My email program is Thunderbird v.45.8.0. I have a new computer running Win10.
I am unable to restore my email. It was working and then stopped. I have not used this feature for a while and I cannot recall if this problem only occurred with my new computer.

Assuming this is with your Cox account, check first your SMTP settings.
Settings >> Accounts >> select the Outgoing tab.
Server address should be smtp.cox.net
Click Advanced
Server Port Number is 465
SMTP Server Requires Authentication : Checked
Use Same Settings As Incoming Mail Server : Selected
Secure Connection : SSL
