Wrong password login error

I often have a problem that when I enter the correct password on a website, it doesn't recognize it and asks me to reset it. When I try to use the old password again after resetting it, the website says "the new password cannot be the same as the old password."

I'm curious why the website doesn't let me log in in the first place if it knows the old password is correct.

Any ideas please help me solve this problem?
