They enlarge themselves when a person attempts to access them, which makes sense as, in that larger state, they become more easily accessed.
When a user doesn't attempt to access them they decrease in size and become less "eye-catching" therefore allowing the user's eyes to more easily gravitate to what is important - the post. Again
So what's the problem????

Well, not sure it makes a great deal of difference now that I've played with it a bit more.

- Always present when they SHOULD be; and
- Work as advertised (i.e. perform their requisite functions).
