User Control Panel DST setting

I just noticed that the daylight savings time setting on does not automatically adjust with Windows (XP), but has to be user adjusted. Is that intentional?

I may be mistaken but I think this is the case with Vista as well.

There are so many DST change dates I don't know if the forum even tries to work with all of them.
Since I'm in Arizona it doesn't matter to me since we don't change.

And with Windows 7 as well. I have to set it in all forums I am a member of. No such thing as automatic as forum sites are scattered all over the world. PITA though.

No, it's only forums that use the "Summer Time/DST is in effect" item. Perhaps they are using a more, uh, generic model. Checking around, there are plenty of forums that reset automatically. I don't know if that is the result of their using some master file or from working off the user's clock. In any case, here are a couple of examples that work correctly:
