Whitelist Not Priority

I have some e-mails in the whitelist, but the customer filter is still blocking them.
I was going on the assumption that the whitelist is priority and any e-mail specified here has no e-mailed blocked?

We've also fixed this, but not released the fix yet.

Sorry, when I said 'customer', of course I meant 'custom'.
