My blacklist is getting loaded which is safe to assume doesnt work as the spammer im dealing with CANADIAN PHARNACY is really getting on my nerves as i cant for the life of me stop these mofos
i blacklist one sender and domain, they come with another so a friends only filter i will try but i have a question, how do i set one up and if it works will the emails get deleted completely
or will they go to the deleted section with a chance to recover them? because i dont want important stuff deleted

Yes, if you are using MWPro (not free) you will have a recycle bin tab from where you can restore any accidently deleted emails.
Couple of notes though.... test it first to ensure it is working, (try restoring an email or two. (restore settings are under the Outgoing tab for each email account you are wanting to restore mail from)
Also, MW can only restore the amount of each email it downloads, so if you find MW is only restoring a small part of each email and you want more, to download more of each email so It can restore the content as well as the header information....
In MWPro click, Settings>>General>>Checking mail, drag the "Spam Throttle" slider to increase how many lines it downloads, (try 500 lines)
Then see if emails deleted after this restore correctly.....?

Filter is not working at all, emails are still getting through, although they are going in the junk mail folder is there a way to block the mail from the spammer from even being delivered?

Possibly MW is not set to check the Junk folder? (as your providers mail server will be likely placing these there before MW can see them).
MW can only see other folders than the inbox folder when it checks mail on your ISPs mail server if you setup the email account as IMAP as opposed to POP3 type.
IF not already using IMAP, (currently using POP):
You can change this within MWpro under Settings>>Accounts, click your email account, click the Incoming tab, and beside "Server Type:" select IMAP in place of POP.
Change the IMAP server to what your ISP recommends.
(NOTE: you can get settings for most ISP's (NOT personal domains though) here: http://www.emailsettings.email/ )
Click save to save changes, then select the IMAP tab, click Refresh, and choose your spam or junk mail folders to show in MWpro.
