If you already have the installer, perform a reinstall — that causes a corrupt installation to get repaired.

If you don't have the redistributable, download and run the following .NET Framework Repair Tool:—

4.6.2 is already installed, and Windows will not reinstall it. The Repair Tool made a couple of changes, but the problem was not solved.

Microsoft Releases .NET Framework 4.7 (Included in Windows 10 Creators Update)
Microsoft today announced .NET Framework 4.7, the new version that’s available as part of the Windows 10 Creators Update already shipping to users as a manual download.

While at this point version 4.7 is exclusively available to Creators Update users, Microsoft says that it’s already working to release it for users of other Windows versions as well, and download links should be unveiled “soon,” the company claims.

I note there is no reason to download new .NET Framework versions just because a new version is out there. I NEVER do as unneeded versions just waste disk space. Unlike updated versions of most programs, new versions of .NET Framework don't replace the old ones. For this reason, it is not uncommon to have and need several versions.

If you download a program that needs a specific .NET Framework version not already installed on your computer, you will be prompted to download it.

If you need it, your program requiring it will prompt for it, or Windows Update will recommend you install it.

I believe you already mentioned that . . . . . . a number of times, on this very topic. :scratch

And you already included a link that shows what's new. So I was just following your redundant lead.

What seems to be redundant with the "What's New in the .NET Framework" link?

In case you have a better link, please do feel welcome to keep this topic updated.
