Filtering Issue With Turkish Characters

Hello,
I have a problem with filtering some words suah as eğitim, dvd, cd etc. Could you please help me saying what I am missing? For example I have a message that contains eğitim and dvd words together in body. I have created a filter for word "eğitim" (Entire message contain plain text) to mark message as spam. It did not work. But when I try changing that filtering word to "dvd", it works fine. How can I make the filters work for words contains special characters for Turkish? Mostly messages are having ISO-8859-9 or UTF-8 character set.
