Noticed a new email tonight now used my email address in "cc" and "bc", but not in "To" (which just has "recipients"); apparently to avoid the blacklist filter.
Any suggestions to add blacklist filter in "cc" and "bc" email addresses?

The blacklist only looks at the FROM, so it's a legitimate thing to have your address in either the CC, BCC and not the TO.
You could create a Custom Filter to tag any message that does not have your email address in the TO field. However there could be good emails that come through like this as well, so I wouldn't have the custom filter automatically delete matched emails.
If you have multiple addresses, just have one rule in the filter for each address.
