1 PC, 2 Users, only 1 gets "View in HTML" button.

For the one without the button, the first line reads "This email contains dynamic content that is unsupported in Plain Text version. To view it, please refer to the HTML version of this email."
If this email is forwarded to the second user, the button appears and works as expected.
If an email is sent to both users, only the one has the View In HTML option.
Is there a setting that controls this?
