From an academic point-of-view — can you confirm whether you have an OUTLOOK.EXE file inside the following (x64-bit) directory:—

Next, navigate to C:\Program Files (x86)\Microsoft Office\root\Office16\OUTLOOK.EXE and pin it to your Taskbar.
Finally, run MailWasher >> Settings >> Washing Mail >> (copy the following code into the "Use other application" field) >> Save
Please report back whether the issue is present.

Yeah, I did that exact thing, see back in the post, and it opened multiple outlooks each wash.
But, I tried it again just now, and I get the same result. Multiple outlooks open.

What happens if you right-click your Outlook icon which is pinned to the Taskbar and then un-check (disable) the Hide When Minimized sub-menu?

I don't have that option. I went through all the advanced settings in the properties and don't see it. I'm pretty sure I've seen that in the past, maybe win 11 removed it.

Unfortunately, I don't have Outlook on my Windows 10 . . . I use The Bat! Professional (which does not exhibit the issue being discussed on this topic.)
If you don't see the Hide When Minimized sub-menu on your Taskbar icon, can you check with the Outlook shortcut icon hidden away within the SysTray Notification Area (right-bottom corner — next to your date.)

Found it there, it was already unchecked. Checking it though also opened multiple outlooks. Maybe it's a microsoft thing.
I know there are other mail programs out there, I've tried a few over the years but always come back to outlook. I've been using it or windows mail for over twenty five years. I have 10 emails and outlook has just been convenient. I just looked and found mailwasher emails from 2002. So, I've been with Firetrust for a long time.

Can't really think of anything else to resolve your issue (it's been more than 7 years since I last used Outlook) — does make economic sense for others to use it, though . . . especially after investing their moolah on the Microsoft Office suite.
Meanwhile . . . as a workaround, you might want to deselect (disable) the Launch after Wash Mail option on your MailWasher (if Outlook is always running, on your system) — until someone who uses Outlook comes along to share a working solution
