I turned off signatures a while back after I found enough of them aggravating but I did miss the location you posted, sorry, back to on for now. Since we are on different Windows versions I'll not be any help it trying to duplicate your problem.

I can see your signature. I can see my signature. I have set mine to be visible. (It says that I am on Windows 7.)
On the issue at hand, it seems that MW is happy if the sound file is in the new location.

Can't figure out why it's not working, I created same path also on Windows 7 and it seems to work, or are you on a Standard User account ?

The solution is to have better rules for signatures. Otherwise you end up with this sort of confusion as people throw up their hands and turn them off.
Most of those I see here are very restrained.
I recently saw another bout of signature angst elsewhere. I see them as a way to inform, not a way to show off with smart (but probably juvenile) aphorisms or snazzy graphics. It is especially annoying when the two come together.
